The fans were the ones who picked the stages. Sega ran polls on favorite stages in the games while they were working on Generations.

What would have been cool is if Silver Sonic was part of the Dearth Egg Robot's fight in Hard Mode, and if Mecha Sonic was one of the Challenges in Sky Sanctuary.

I catch the little details in Sonic games, but then again, I gave up A & S ranks early on and abus ethe hell out of the 1st person view.
