Apollo 16 Hard to drill

Why it was so hard for the astronauts to collect sample from the lunar rocks? Heavy elements like metals were found just below the surface of the moon but they shouldn't be there! They should be placed within the moon's core as the formation theory of the celestial bodies suggests. Weird...Any ideas?
