The UK doesn't have a 'Federal' system like the US, so that does not apply. I think you're inferring that you find the content surprising & that you would see this from state wide broadcaster, well, it's not a simple answer! In the first instance British TV, including the BBC, regulates itself, simply put, if you're deemed responsible enough to run a TV channel in the first place, you should already know what you're doing, and you don't usually set out to offend viewers for the sake of it.

If many complaints are received about a particular show, the Beeb may publicly apologise for any offense but then stand by the show, or in rare cases it may say something was a mistake & shouldn't have been broadcast. However here I think you're making what's known in the UK as a 'taste & decency' judgement, which are subjective, in that you can't please all the people all the time, or, if you don't like it, switch over or off ;-) As long as this is shown after 9pm, there's no problem. This is known as the '9 O'Clock Watershed', it's been around for many years, and as I understand it is an indicator to parents that whatever comes on now may not be suitable for children. There is a nod to a sliding scale in that the later it gets, 10, 11 etc the more adult content may become, but I have seen adult content immediately after 9, not often, but I have heard the 'C' word shortly after 9pm on BBC2. This is where UK TV differs from some other countries, say the US, in that if CONT....

...something is judged to be of artistic value or importance you can pretty much show anything, I believe there is still a ban on the fully erect penis, but that's about it. Also there has been a long tradition of medical content, I remember seeing a full birth on daytime TV as a child 30 years ago! This continues today, where you can see genital exams on daytime TV, or someones rectum being examined at 8pm (this on C4), not nice but deemed helpful (& sensational). If something offends CONT....

beyond internal regulation, there are bodies to which you can complain, & in very serious cases even the government may become involved, as the BBC is state funded. This is rare though, and both the BBC & the government of the day try to avoid coming to blows as it can have a damaging effect on both parties. You will find similar policies throughout Europe, so in this we are quite different to the US's rather strict/ conservative FCC rules. I hope this rather long explanation has helped ;-)

Ironic how at 5.23 the director laughs to John Doe that in the girls see a doll hung by the neck - John committed suicide years after. This is revealed in the follow up documentary Louis did a few years ago. So sad.
