I'm not sure why the poster said it was the WR. Don't at the bottom left of this video, I think the "WR - 6.41" meant that the WR at the time of the race was 6.41.
Anyways the iaaf profile for Charalambos Papadias says he ran 10.23 at Athina in 1997 with +1.3 wind and ran 10.15 at Johannesburg in 1998 with -0.2 wind.
