omg, its simply a material labeled "incompetent", usually a map to indicate an effect the game uses, such as the guardians, they can apply specific effects according to the model with the incompetent texture, its posted on a surface of a door on one of the doors in kikowani station, it replaces the green/red light. it does nothing, and i dont think that material is there for a reason, unless it is the spawn directory for maybe the assault carrier thing that glasses the city in coastal highway...
