A quick and simple guide on how to grab yourself a unique set of armor called the Hazmat Suit as well as the unique helmet Hazmat darklight cowl.
In order to get this helmet you either upgrade the Sonic Emitter so it can disable forcefields by doing one of the main story quests, or you simply follow the guide on how to get the pass word.
Wearing the helmet will give you a night-vision effect. Unlike night-vision scopes, it does not turn off during the day. The effect is similar to ghost sight.
The hazmat suit and the hazmat darklight cowl were created at Big MT and were worn by the construction crew of the Sierra Madre Villa before the Great War, who later mutated into Ghost People and began to wander the Sierra Madre in search of victims to drag off into The Cloud . The suit found in the Hazmat Testing Ground appears to be in rather poor condition, showing age similar to that on the suits that the ghost people in the Sierra Madre wear. Described as a "experiment within an experiment", the hazmat suits were issued to Villa workers when The Cloud, a toxin also originating from Big MT, became a major problem for construction crews and to general health. The hazmat suit was known to be bulky and would grow stiff with use. It also had locks that were not protected from corrosion, and when exposed to The Cloud, the hazmat suit had to be opened with extremely sharp items (like the cosmic knife).
The hazmat darklight cowl has an integrated night-vision setting which makes the vision of the wearer lighter and green-colored. When the night-vision is on the are glow a bright green. The helmet is also known to create difficulty when speaking, and despite its quality and its high protection against poison, the hazmat suit was not protective against the poisonous gas cloud of the Sierra Madre Villa which later became The Cloud.

Can it disable the ones around the remnants power armor in their bunker?
