Sir Robert Peel, known as the father of modern policing, identified the difference between a cop and the public is that the cop is expected to give his full attention to preventing and responding to crime. In other words, while the cop is paid for his attention to crime, the public continues to have obligations to its community to also prevent and respond to crime. Speaking as a cop that has seen the public respond (even help with an arrest), I cannot fault the reporter's actions. Only praise.
