The offsides rule states that there must be TWO defenders closer to the end line than the attacker. Because the goalie is almost always closer to the end line, in most cases an attacker only needs to be even with the last field player. On Baggio's goal, the goalie was out of net and ahead of Baggio.  A field player was deeper than Baggio, but that's only ONE. Baggio was offsides.
