how come a country like USA is not ashmed to have killions without health care?

The IMF is warning the British to raise their retirement age and to begin charging their citizens for health care.
The French health care system operated at a 4.4 billion euro ($6.3 billion) deficit in '08, 10 billion euro in '09, and the deficit is projected to run at 15 billion next year.
Alberta's health care ran a $1.1 billion deficit.
Somebody please explain how the US government is going to cut the deficit after initially going in the hole $850 billion.
