JULY, 1863---saw Confederate troops reach a peak in their war with the North...the Battle of Gettysburg. The gray-clad troops broke through only to be driven back the next day and the war was lost to the South. Now, 100 years later after Lincoln's memorable Gettysburg Address, the battlefield shrine is re-dedicated at ceremonies led by General Dwight Eisenhower. It's the resting place of heroes who passed on a priceless legacy---a nation strong and united.

The Bears go on the prowl in Chicago looking to growl their way to the top of the Western Pro Division. Bill Wade leads their attack on the Packers and he takes Green Bay's measure with fine passes. When the Chicago attack is stopped they call on Roger LeClearc and he kicks four field goals. The Packers manage to avoid a whitewash in the closing minutes, but Chicago blasts into first place with a 26 to 7 clobbering.

I'm confused.
The producer, and presumably the copyright holder, is Universal Studios. The date is 1963. So, please explain why you have the right to upload this film. What makes it Public Domain?
Because an item is archived within the National Archives (US)'s collection doesn't automatically mean they hold its copyright.
