The Bronx Warriors (1982)

It's the year 1990 and the Bronx is declared a no-man's land and has been boarded off by the authorities. As now murderous street gangs, who see this as a battleground, run the area. An important young lady, Anne who soon will be in control of or more so a puppet of the Manhattan Corporation. Heads for the Bronx to hide out from these figures. On her journey, Anne encounters Trash the leader of the bikers. After a tussle with a hostile gang she tags along with him. To get Anne back the Manhattan Corps get the aid of a corrupted cop, Hammer, to get in there and kill a few of the gang members and thus provoking gang wars. The gangs however see through this and instead unites against the corporation.
Followed in 1983 by The Bronx warriors 2: Escape from the Bronx which IMO is better.

its wat happens when some1 watched mad max and the warriors in the same nite and then raped each of them with the others juices lol

I got the dvd of this and they made conparisons to mad max and conan the barbarian, me I think it's more a b-movie rip off of walter hills the warriors, the district gang element is amost the same and the carismatic black leader shot down intermixes the mythologies.
