Of course it was his plan all along. It's obvious that he was starting on some promo about how he is this big star working for some rinky dink promotion. The "despicable" part was probably not planned and just a slip, but he made a good recovery and just went from there. The guy has been doing promos for 20 years, so he knows how to improvise..

Jim Powers, Tom Zenk and Paul Roma had good "looks" too, but never achieved what Luger did in the sport, in spite of multiple push attempts. Luger had an intense, explosive wrestling style, and played an excellent arrogant heel. What I liked about him was that, in addition to being a great heel, as a face he always seemed to have a sense about him that he couldn't be trusted. He was a master of heel turns as well.
