Well, any measure out of the usual 1/2/4/8/16 etc etc is technically possible even in our standard notation system, if tempo is taken into account.
11 divided by 8 is 1.37500... lets say we have a piece at 9/8, tempo being 100. if it were to be 9/11, the tempo would have to be 137.500..
Though I'm just kinda guessing here

A drummer friend of mine told me it was 11/8, though anyone were ever to fathom a way of drumming on 9/11 it would be Mark Heron.

the track is mostly in 11/8 with a couple of sections switching to 9/8. Hence the 9/11 concept.
9/11 doesn't exist as a time signature.
