the bottom number can also exceed 32, technically. you could have, say
20/64, 20 64th beats to a measure.
I just don't see how you would have 5/9/11/13 as the bottom number because you can adjust the notes in the measure with symbols to say exactly how many notes you want to hit in a beat. You can go as far as double dotting, and even triple dotting notes (double dotted would be 1 note length + .5 note length + .25 note length, tripled dotted - etc.).
