There are thicker versions of this from Montane and Rab to be less active in such temperatures, such as Rab VR or even Buffalo or Montane Extreme Jacket. Once inactive you will chill quickly (as you were experiencing stood still in it the video review) and then you add something over it.
kind of, it is really meant to be mid+outer combined and all you wear over a base for when your activity matches the temperature. In UK this is usually worn at/below freezing when working hard walking briskly up a hill. The thin insulation is then appropriate and there isn't any rain just a bit of powder to dust off.
I bought one of these and I can confirm its intended use. The fit is meant to be close so the wicking liner touches as much skin as possible. You're not meant to be stood still in this, but active and any sweat you make will be wicked widely and evaporate quickly so you remain dry. When you become inactive then need to layer over, either down or a Primaloft type. So say its too tight to put something under it, and say its cold is misunderstanding the intended purpose.
