And what exactly are you basing this scale of who is the strongest on? Just your personal opinion? If so, lawls.
I have watched every UC Gundam series created up to this point in time. And I have not seen a single pilot who has performed such great technique in maneuvering and handling war conflicts as well as Amuro.
Other than Char of course. Camille and Judau are exceptional, however they haven't demonstrated equal or greater value than Amuro Ray as a pilot in any of their confrontations.
