Definately. Bangkok would be a little more expensive, but just shop where the people shop and you'd be fine. Food is dirt cheap, so are clothes compared to western countries.
It depends on how you want to live. It comes down mainly to what kind of accomodations you feel you need and how you eat. If you get by on 1500/ month here in the states, I think you can have similar accomodations and food for the same amount there. But if you want to live as the locals do, it should cost much less.

It's pretty small...When I was in Kanchanburi we looked at houses for rent at about $70CAD for 3 bedrooms..to buy them it was 30k.
