convert pal into another pal

i,ve converted this pal signal into another pal signal in order to get the snes work on this vga box.
the problem is that the snes has issues dealing with the vga box,becouse the vga box only accepts hich frequency's of 65 khz.
since the snes has only a low fequency of 30 khz it,s needs to be upconverted to 65 khz in order to work on this vga box.
so whatever pal or ntsc signal you feeding this vga box,it,s needs to by 65 khz or else you will end up with static images.

wow that,s pretty good cuzz this cheap vga box only accepts pal signals with a freq of 65 khz,since the snes only outputs a pal signal of 30 khz,the dvd rec must upconvert that pal signal to 65 khz!!!!!
