It is Officials from WHO and the Centers for Disease Control (CDC) that identify the prominent virus strains and submit them to the Food and Drug Administration (FDA) for selection; the FDA then selects 3 strains and provides them to manufactures to begin vaccine preparation.

REMEMBER it is the WHO (World Health Organisation) and the CDC that provide the strains.

Virus strains evolve, which is why the swine flu comes and goes. There's a whole wiki article dedicated to the tons and tons of strains that have developed (including, but not limited to H1N1, H1N2, H3N1, H3N2, and H2N3). Not all strains are harmful to human; when they jump species every once in a while, they tend to cause a stir.

This particular virus isn't looking to be any more harmful than the seasonal flu. If I was a high risk group (I'm not), I'd still get the vaccine.

i once worked at gm making transmissions as an inspector. when a machine was down, the supervisor would call a fork lift over to take bins of parts the inspectors had thrown out as flawed. i dreaded hearing the supervisor yell, "run em!". just imagining what happens at a vaccine plant without any legal liability.
