The guidebook hints that he might be an AI, which, judging by his email responses, is quite possible. He is interested in operaing on Haseo and his human emotions, and lacks lots of things from the real world. This thought kind of takes away some of Zelkova's charm for me. He was my favourite ally. ._.

@ShinichiConan4869 As far as I know, there isnt any information at all about Zelkova's Player at all. Most of the dothackers are accounted for, but Zelkova is a complete mystery
