and 3) If you have to reuse someone else's thread, it will show as the other person's thread, and with their original title. If it has an inaccurate or inappropriate title, you'll have to bear with it just because some people don't want to deal with basic forum upkeep.

2) While it's always important for people to read old threads to make sure their questions weren't answered before, it's not really good to start a new "spin-off" topic in the original thread. Think about it: the original thread had 73 pages, and the new discussion has 3... Someone that wants to get into it won't know where the relevant part begins, and the other 73 pages are pure ballast.

I can understand that, actually.

1) Many forums nowadays alert users by mail every time someone answers to a thread they posted in. That means that any users will get a mail for a thread that is no longer relevant to them.

Some forums get angry when people start new threads, some other ones get angry when people bump old threads. It's all bollocks!
