This is Mother 3 (known as Earthbound 2), an excellent rpg on the Gameboy Advance.
This game was originaly designed by Shigesato Itoi for the Nintendo 64 but it was adapted for the Gameboy Advance with awesome pixel art graphics.

Oh man, the character naming screen music is amazing. And so is the title screen, and the mother 3 theme. Nintendo really needs to release it here!
