No, this is just dual bios , nothing special.
it was done long time ago.
you can do same using programmer.
about replace bios to other region this is real project :)

I'm probably being ignorant but is this so if future updates don't allow homebrew you will be able to run dual firmware for example 3.1 and the most up to date firmware so that homebrew and the latest games can both run off the same wii
