http://www.ted.com Eduardo Paes is the mayor of Rio de Janeiro, a sprawling, complicated, beautiful city of 6.5 million. He shares four big ideas about leading Rio -- and all cities -- into the future, including bold (and do-able) infrastructure upgrades and how to make a city "smarter."

TEDTalks is a daily video podcast of the best talks and performances from the TED Conference, where the world's leading thinkers and doers give the talk of their lives in 18 minutes. Featured speakers have included Al Gore on climate change, Philippe Starck on design, Jill Bolte Taylor on observing her own stroke, Nicholas Negroponte on One Laptop per Child, Jane Goodall on chimpanzees, Bill Gates on malaria and mosquitoes, Pattie Maes on the "Sixth Sense" wearable tech, and "Lost" producer JJ Abrams on the allure of mystery. TED stands for Technology, Entertainment, Design, and TEDTalks cover these topics as well as science, business, development and the arts. Closed captions and translated subtitles in a variety of languages are now available on TED.com, at http://www.ted.com/translate

I watched the talk. As someone who isn't familiar with this matter, I'd like to know what's so upsetting about his ideas? His "commandments" seemed pretty reasonable to me.

This guy is no scammer. About 6 years ago, I went to Rio and I remember saying "this city has no more recuperation. It's doomed to die". Now, it's safer than São Paulo, Recife, Salvador, and several other big cities in Brazil. Now yeah, this guy has changed the vision that the world has on Rio. Most people that wrote against him here, either have no clue of what they are talking about, or they are just complainers.

cause he's been the mayor of rio for 4 years and never used his commandments, thats whats so upsetting haha, probably most of the complaint are from brazilians who live in rio (including myself).. I mean everything he says makes sense and the commandments are indeed reasonable, but it'd be awesome if he followed his so-called commandments as our mayor

This is video is totally bullshit and Creepy Propaganda. I am shamed and shochek that a lot of foreigners belive this could be true. Most of the images are photoshoped, Paes is a elitist mayor, a SELLER OF THE CITY. RIO IS STILL CAOS, BUT THE TOURIST OF THE SOUTH ZONE OF THE CITY ARE PROTECTED AS FAR AS 2016 AND THE BANKERS CAN PUT MONEY THE CITIZENS PAY THE DEBT OF THE OLYMPIC FANTASY WITH NO PUBLIC EDUCATION, HOUSING, HEALTH CARE OR TRANSPORTATION. PROPAGANDA OF LIES.

This man is a scammer and I'm ashamed as a citizen of Rio de Janeiro for him being the mayor of my city. He's a ruthless and he is turning the city into a great business for the property speculation, and those whose can't affort live here regardless the ridiculously poor quality hospitals and schools, unprepared cops, and the crescent crime in the streets, get screwed. He doesn't represent a government and it's duty, he just represent a couple of companies and make we live in this hell of city.

Doesn't work. the only problem with that is that it isn't cheaper! It ended up costing the same as the metro of Madri do to corruption, and the buses are already broken (the structure, A/C), they carry only 120/bus instead 500/train, and he could and should have done a overground metro. The people face over 1h queues to get packed in the bus with 200 persons, when it was expected 120. FYI: today i waited 20min for one, with no A/C (41ºC in Rio now), over 200 persons. Topup machines out of order.

It's not his ideas, it's that his proof is nonexistent. He says that favelas are a good thing. How is that possible? He shows a clip from a disney movie. He is just a politician. He makes himself sound awesome, but he doesn't present anything of any substance.

    Bravo, Eduardo Paes.

The 3d commandment is very creative way for transformation of favelas.
