For years, Wisconsin's economic development policies were reactive. When a business would threaten to leave, attempts would be made to grant them incentives to stay. If a business would leave, the state would add to the millions of dollars already being spent on worker retraining.
A look at the present workforce numbers in Wisconsin paint a bleak picture.
As MacIver News' Bill Osmulski reports, the slight improvement to the unemployment rates in communities around Wisconsin hides the fact that many jobless have dropped out of Wisconsin's pool of job seekers or left the state altogether.
