Rockhampton's main station used to be at Stanley Street until 1973. This was the eastern railhead of the Central Railway to Longreach and Winton. The Denison Street line was built to connect Rockhampton to the North Rockhampton system at what became Glenmore Junction, and subsequently became part of the North Coast Line. Deviating the line away from Denison Street would probably involve moving the passenger terminal to Port Curtis Junction, and a new crossing of the Fitzroy River.

i think it kinda obvious but the electric tilt train doesn't use that line

Well considering that that is the only railway through rockhampton, yes the Tilt train (diesel) uses that track.
