I would say "most" U.S politicians, (and ALL "currently" on the International stage) are Sheep, not Vultures. They are Sheep because they get their orders from the higher ups that get their orders from their higher ups and so on. All of this is to propagate the talking point of the day, certainly put forth by regional power blocks like the CFR.
