They were both wrong. Refusing to show his license and insurance and being generally disrespectful to the cop was wrong. The cop continuing to hold him after he found out his story was true was also wrong. There's no law against being an asshole otherwise they would have both ended up with tickets. Ryan created and escalated this situation and the cop used bad judgement.
