BECAUSE PROSTITUTION IS ILLEGAL that will cause a woman to have MANY clients where her risks of disease are far greater. NOW IF PROSTITUTION BECAME LEGAL the numbers of women prostitutes would grow to millions or even a billion BUT ALMOST ALL OF THEM would have only 1 or 2 clients(just like in a marraige) thus the risks are greatly decreased. And if government is so concerned why don't they provide disease home testing kits instead of violating the choices between consenting adults.
