@J5MARLON Because "G.I. Joe: The Movie" was being written at the same time and when Hasbro execs read that Duke is killed by Serpentor and replaced by Falcon, they decided to use that with Optimus and Hot Rod. The back lash of Optimus being killed resulted in Duke's survival.

If ultra Magnus was just the new Optimus then why did the American writers come up with idea that Optimus dies and megatron gets reincarnated. Why couldnt they both change to the new prim and megatron. Why did they kill prime.
