I feel bad for the pigeon but this is nature. Pelicans are huge birds with huge appetites and will eat anything they can fit in their pouch. :(

I honestly had no idea that pelicans eat other things than fish and crustaceans... Well, at least I learned something new.
That's some really weird behavior. I would guess there was a shortage of food, or maybe the pelican was just pissed off.
