The military do not leave computers on the network without passwords, it is done on purpose. They are called 'honey traps'. You let people come on the network and silently study them. You fill the network with real but irrelavent information (to give it legitamacy) plus mis-information and dis-information. It is not poor security at all, its designed to be like that.
