This commerical is from 1963-64, and Charmin' Chatty was a very special doll for Mattel. This doll was sort of an experiment for Mattel, and they began creating all sorts of toys that had changeble records. Every outfit you bought for the doll had a record with it so she could say appropriate things for what you were playing. The most extraordinary set was called, Charmin' Chatty Travels 'round the World, and she could speak and teach six foreign languages! She was nicknamed the Educated Doll.

That's a very young Angela Cartwright - so the commercial must be like early, early 1960s. Charmin Cathy looks like the toy industry's answer to the "new breed" of female that was coming about as a result of more women graduating from college - the "beat generation." Instead of the phrase "Silence is golden," that doll should have been saying "Turn on, tune out."
