It is Bach. They are mistaking this piece for the D/C minor Concerto by Marcello, which Bach transcribed as a Harpsichord Concerto, and added ornaments.
Thisparticular rendition is a [rather lackluster] transcription of the A Major Concerto for Oboe D'amore.
