It is made of materials and forms to enhance growth of marine plants and provide attractive areas for marine critters...to form an artificial reef and provide an alternative location for tourist to experience the undersea environment ...reducing impact on the natural reef areas. You can also swim with the whale sharks off Isla Mujeres in July-August
