@LoatheMe I believe it's if the system picks Burton as the Ripper you talk to him. However the music is loud and he's quite soft spoken :) If you check out The1Nostalgic's longplay, you'll see him

I guess he must be the Hamam character mentioned in walkthroughs that you only talk to like one time near the end, but I guess only if you're going down a certain ending path. I never saw him either.

I've always been hoping to see a playthrough where Catherine is the Ripper. My understanding is that John's character has a few extra lines in that scenario.
