They won't admit it, but they need an outcry against the EAW to get what they couldn't ask for up front, which is the more europe of harmonised laws and judicary, the same police investigative powers and a EU prisons inspector to ensure the innocent until proven guilty are treated the same EU wide. They couldn't get the legal level playing field without telling the public their ultimate desire, so they need the outcry so they can offer it as a fix and not part of an overall ambition.
