You cannot build without services being installed first. The homes could have been conveyed to a number of other groups and causes but the cities refused to loosen their grip on the fees/fines accumulated during the bankruptcy period in which the homes couldn't legally be touched. It's a shameful waste and a good example of your government getting in the way of itself.
