No. He was a member of a think-tank who advised Thatcher on economic issues. Thatcher is a scientist - her degree is in chemistry, and did not agree with his Monckton re AGW. Neither is Monckton is not a 'member of the upper house of the United Kingdom legislature' as he has claimed. His qualifications are in classics and journalism. @Herecomesthefatlady He was a policy advisor on questions of science to Margaret Thatcher. If the programme spinned that in some fashion, that's hardly his fault.
