Your choices aren't as good as the ones the Movie Director made. The only one that can fit well is Dakota Fanning with Black hair.

Why do people see Toph as white? Really, why? Dakota Fanning?! WTF?! A horrible choice for Toph IMO. Really, Toph ain't white so don't be suggesting a white actor for her. :P
