Animals come from the wild and the wild is outdoors. True, this dog is a mutant and probably cannot survive in the wild now that we've fucked with it's genes but it is still an animal and when you lock up an animal so that it cannot go outside where it belongs, it will do whatever it takes to entertain itself.
What we see here is the result of boredom and imprisonment. One could say neglect.
