This one is a very funny commercial that the Greek Organization of Communications (OTE) produced as an answer to the third party providers that always blame OTE for any kind of technical problems or service activation delays!
Now in Details:
OTE is the main provider in Greece since 1949. It also was the only one until nowadays. He also has the main cable and wireless communication network under his administration. Because of his old age he has great "know how" and also a very good and stable network. But its monopoly on this sector combined with a bad administration has created lots of problems. It is widely accepter that OTE doesn't value his customers, his support sucks and there is never a person in charge when you need him. Also, his prices and the fixed charges applied to his customers are inexcusable.
Of course his newly created competitors don't have the power, neither the technology and stableness, neither the professionalism to rival him so they use unorthodox means to earn customers. One of their main points is that they do not charge fixed charges and that they offer unlimited free calls to some destinations. Of course many times, applications made by customers to be moved to their networks are delayed (we don't know if OTE that takes part in this procedure has something to do with) and some other times they have technical problems never encountered with the network of OTE.
This commercial from the set of 3 (check the other 2 by me) are the answer to these unorthodox means used by third party providers. It is widely known that when a customer asks for an explanation about the unexpected activation delay, the company answers that the application has been sent to OTE and that "it is OTE's fault".

That's actually very old. At that time, all the alternative internet and telephony providers were informally accusing the main company (OTE) for their delays to connect new customers and for their bad quality telephony services they were offering. "It is OTE's fault" was very common answer when you were asking the customer support centers about the delays... And these somehow humorous ads were OTE's answer to these accusations.
