Hey Slack: The 16" discs only have a max of 15 minutes per side because they were cut using a 78 rpm groove (played at 33 1/3). You need to use a 2.5-3 mil 78 needle to properly play these NOT a .7 mil LP needle. Later on they went to 33 1/3 microgroove transcriptions that used an LP needle and had 2- 15 minute shows per side.
I also have a Califone which is a little bit older than yours. Mine is model 12V7 the Director, and indeed I also have a couple of the 16 inch transcription discs. You can see some of my phonographic demonstrations here as well. I must upload something on the Califone real soon.

I've never seen such a beast! Also, interesting that your vintage turn table happens to play that monster. Music without interruption... funny. Nice waltz... maybe used as an early sonic weapon??
