I would almost bet that these women were scouted out / procured by Gaddafi's subordinates in collusion with the assistance of (now former) Italian Prime Minister Silvio Berlusconi's henchmen as well.
Both Gadaffi and Berlusconi were known for having a penchant for being surrounded by young beautiful women. Both to prop up their egos even further, but also to have sex with.
Such are politicians.

From pausing the video at the 2:21 mark, you'll notice that the sign on the wall behind the woman walking over a drainage grate on the street, apparently is written in Italian:
"VIA DOSAZZO"
Plus at the 2:22 mark, you'll see one of the women displaying the copy of the Qur'an / Koran with the cover written in Italian as "Glorioso Corano" which translates to "Glorious Koran".
So these women are presumably all Italian (most have dark hair) or European.

I believe that Gaddafi had his cohorts / henchmen procure a bevy of comely young women to meet with him under the guise of a quasi "Islamic outreach" to Europeans (read: attractive "little black dress" - wearing European women) in order to size up potential sexual conquests with them (or to add them to his list of "kept" women around the world).
Hence the giggling smiles behind the green covers of the Qur'an that they were given as mementos of their meetings.
