Le Duan Street, about an hour after the rain finally stopped.
Le Duan is a busy four-lane street that cuts right through the center of town. Unfortunately it runs parallel with a large lake in Lenin Park, which completely flowed out of its banks after a day of solid, heavy rain, a reported 13 inches in 24 hours, and over 20 inches in 48 hours.
