The liquify tool? That can be found near the top of the filters menu. Or you can manipulate your layer using the warp tool under the edit menu.

go and google adobe photoshop cs 4 verison is newest one...and there is to much sites that can help you how to find and download...hope it helps

for some reason it wont let me colour the hair just the face.

@scorpia733 Is your hair totally black? You can only apply this colour method to lighter areas of the pic. If it's not totally black, all I can think is you have a layer set below the hair or you have selected part of the picture that doesn't include the hair.

how did you make the texture so soft? when i do it its like a permanent marker

@scorpia733 It's hard to remember exactly how I did this now as it's been so long, but I think it was by using very low opacity or flow settings, maybe even less than 5%
