Electro's movements were controlled externally, and all of his responses were pre-recorded and the interaction with operator was scripted.

ive actually seen this in a museum. They don't opperate it anymore because its corroded on the inside and apparently it fell on the owners son lol. but none the less this thing is pretty sweet
