She must live in a alternate universe were they have not invented to breath tester yet.. Drink driving is banned with good reason, Not only are they saving pedestrian lives but also the drivers life even if the driver lives from a serious crash involving alcohol its not unheard of them to commit suicide after because they know they are guilty of drinking and then taking another persons life because of their own stupidity.
