I GOT A SOLUTION:JUST COPY YOUR PROJECT AND PAST IT IN ANOTHER DRIVE NOW DELETE THE MAYA FOLDER WHERE YOU SAVED IT IF U CREATED A NEW PROJECT AND SAVED IT SOMEWHERE (rember dont forget to copy this>. IT NORMALLY SAVES IN My Docments>Maya>Projects>Deafult>Scenes>(copy ur scene) and paste is safely somewhere and u r problem is solved now open the file where u saved the new 1 !!
Have you tried turning off the soft modification? or you can access its attributes by double clicking on the button on the left side.
Which version are you using though? I'm on Maya 9, so it may not be the same. I was going to say soft select/soft modification, the only thing is when I use it, it shows by colour which areas will move, and yours doesn't (that's the only reason that's making me doubt that it's not soft modification for you)
