It's kinda a front-runner to how GMA and World News Now would air network promos in place of local breaks during their "After this from our ABC stations" commercial block. In the case here, I guess that explains the Barney Miller spot being on video, heh. That was common on ABC Late Night as well.

In case anyone was wondering, that's William Woodson announcing for this generic promo spot.
Speaking of which, I wonder which program this set of promos originated from. It seems to be from a more intermediate bicycle video print of sorts, in comparison to the promos from the following evening. Generic trailer-like promos such as this would be shown in lieu of actual ads and/or episodic promos in some smaller markets that had yet to link up with the network... as late as 1980 IIRC.

@kresblain This and the other similar promos I put up are from a June 7, 1977 recording of "Good Morning America" that appears to be from the network feed without any local promos or station ID's.
